That new mortgage debt has to be sold on the market.
If the US does not guarantee mortgage debt, old debt will drop to low price,
then nobody will buy new debt at high price, so new debt interest rises,
then the mortgage rate the house buyer pays goes up.
Fewer people can buy. Fewer people can refinance.
Then house prices will fall again, then more defaults and bankruptcy.
And banks will have another crisis and will not lend.
