的funding申请机会，arpae每年也会有1-2次申请机会，但具体时间要看它的网站通知
；dod的时间不是很固定，但每年可申请的次数比doe要多，具体的时间也可以在它的网
站看到，dod下面分很多部门，每个部门的要求不一样，截止时间也不一样；此外还可
以看看NASA, darpa之类的。这些信息，包括proposal的 instruction 都可以在它们的
网站上找到.

他之前的，感觉和NSF完全不是一个八股文的格式啊。感觉nsf的写法和写文章更像一些
，强调逻辑和科研。DOE感觉就是想象自己去和公司拿钱一样，一个劲的变着词句的强
调同样的东西：自己的东西很重要，很适合这个，肯定能成功转化为产品，增强效益。

evaluate BP, he also mentioned, the more liability, the better.
This is nonsense.
ROE does not pay attention to cash flow, either does it focus on investment.
Liability, if it is for financing, maybe more is better, however, when
liabilities coming from law suits, I do not see its value at all.

I was told 2X ETFs is 80% security with 20% options ? so if the stock price
does not change, than 2X ETFs can lose 20% of its value for a given period
of time, and if we hold the 2X ETFs for very long enough, and stock price
does not change, then we will completely lose all of values, right ?
