加拿大环境部气象学家金贝尔(Peter Kimbell)表示，大多伦多地区的降雨量高达40毫米。据保护局表示，河流和溪涧的水位上升，导致水流湍急，易生危险。
根据保护局专责监察河流泛滥的部门主管尼斯(Ryan Ness)表示，当河(Don River)下游，邻近Bayview Ave.和Pottery Rd.至安大略湖南面，一直存在河流泛滥危险。该处路面每年都倾向出现一次大水泛滥事故，是区内其中一个最易受损的地点。

另外，有众多类似对手互相拉练的拉锯战争也是科技的催化剂。所以春秋战国是中华文
明的轴心时代。多少科学家是法国炮兵学校训练出来的。
毕升之后，中国的文人统治阶层（江南人）完全不适应战争。所以胜利者总是胜利地太
快太轻易。全是没死几个人，就胜利了。好比满清征服全中国，没死几个人。死的还都
是在和蒙古的战争中（雍正说的）。
因此，催化剂没法发挥作用。甚至战争之后，科技大退步（比如清朝代替明朝，又以骑
射为本），胜利者觉得失败者的科技完全无用。其实不是科技无用，而是掌握科技的人
太没用。
看欧洲人打成什么样，经历了三百年和平的大清，在鸦片战争不败才没有天理。大清的

Sea exploration block, a person familiar with the matter said, signaling

petroleum platform exploded and burned Thursday off Louisiana, the Coast
Guard said.
Coast Guard Petty Officer Bill Coklough said the sheen, about 100 feet wide,
was spotted near the platform owned by Houston-based Mariner Energy Inc.
No one was killed in the explosion, which was spotted by a commercial
helicopter flying over the site Thursday morning.
