美国联邦预算支出3.5万亿左右,赤字1万亿.支出里面discretionary只有1.36万亿,这1.
36万亿里面defense和VA,还有DOE的核武部分一共7700亿,non-defense只有5900亿.现在
减支完全由最有用的discretionary部分承担,又以non-defense为主,这砍光了也填不上
窟窿啊.
Mandatory里面,利息2000多亿,SS/medicare占了1.6万亿,老兵/失业福利2000多亿,农业
补贴/food stamp/学校免费午餐1000亿,交通几百亿,看起来也是哪个都不能减.真要砍,
只能拿medicare和失业福利开刀. |

budget control act里.就给medicare减了2%.美国的budget是管10年的.如果不通过新
的budget那就用过去的budget也就是auto pilot mode.
discretionary spending是每年都要通过新的,走的是approporiation committee. 而
后者走的是budget committee. |
