刚毕业的美国公民做担保，刚申请时还没开始工作，所以只寄了>6万的offer letter和
>6万的存款证明。最近收到RFE，让提供雇主的信证明工作的收入。找公司财务部门要
，他们给了个标准版的，列了一些客观事实，基本满足USCIS的要求，还多了一些东西
，比如查询电话。可是他们没法提供：prospects for future employment and
advancement，说是涉及隐私，不予公开。
我是不是找部门经理再要一封信，让他提到prospects for future employment and

先来简单介绍一下prospect theory（本文简称PT），这是丹尼尔·卡纳曼（2002年诺
贝尔经济奖得主）和阿默·特沃斯基1979年提出来的理论，主要就是用来分析风险不确
定下的决策过程。
根据该理论，人们在决策时，会有一个参考点，如果预期收益低于这个参考点，就是损
失（loss），如果预期收益高于这个参考点，就是收益（gain）。
接下来的推论是很有趣的：losses hurt more than gains feel good ，也就是说，在
预期损失和预期收益的绝对值完全相同的情况下，比如说都是100美元，损失100美元给
人带来的心理打击，要远远超过多挣100美元带来的心里满足。
由上面就可以推论出，当面临潜在的损失时，决策者会变得更愿意冒风险，以避免损失

这个理论也可以解释，为什么迄今为止，世界范围内，在七级以上地震前成功疏散人群
的只有1975年的海城地震一例。
比如说，国家地震局发布震情会商报告，给相关省份的领导。说最近某地震带活跃，可
能有强震风险。
那么，省领导该如何决策呢？潜在的收益就是，自己干了好事，救了人命，是政绩。但
是潜在的损失呢？如果一旦地震没有如期到来，工厂停产，人民正常生活被打断，十天
半个月过去了没有地震。或者干脆一个月两个月都没有地震，或地震了，但是震情很小
。这样就会带来很大的社会成本，损失就很大。
按照PT理论来推测，损失带来的痛苦远超过收益带来的幸福。所以呢，决策者就很容易
选择保守的做法，不去疏散人群。这样呢，无非就是将来抗震救灾嘛，多难兴邦。呵呵

水平相比，损失几率偏大，盈利机会偏小，决策者就会倾向于采取激进的冒险的决策。
另外，面对数额相同的亏损和盈利，人们对损失更敏感。也就是说，losses hurt more
than gains satisfy。
也就是说，如果政局更替之际，如果决策者已经捞到不少钻石卫星，而担心政局朝着不

贝尔经济奖得主）和阿默·特沃斯基1979年提出来的理论，主要就是用来分析风险不确
定下的决策过程。
根据该理论，人们在决策时，会有一个参考点，如果预期收益低于这个参考点，就是损
失（loss），如果预期收益高于这个参考点，就是收益（gain）。
接下来的推论是很有趣的：losses hurt more than gains feel good ，也就是说，在
预期损失和预期收益的绝对值完全相同的情况下，比如说都是100美元，损失100美元给
人带来的心理打击，要远远超过多挣100美元带来的心里满足。
由上面就可以推论出，当面临潜在的损失时，决策者会变得更愿意冒风险，以避免损失
。也就是说，如果有可能前功尽弃，决策者就很可能孤注一掷，狗急跳墙。
所以说呢，根据这个理论，是可以解释今年国内政局的很多怪相的。

的只有1975年的海城地震一例。
比如说，国家地震局发布震情会商报告，给相关省份的领导。说最近某地震带活跃，可
能有强震风险。
那么，省领导该如何决策呢？潜在的收益就是，自己干了好事，救了人命，是政绩。但
是潜在的损失呢？如果一旦地震没有如期到来，工厂停产，人民正常生活被打断，十天
半个月过去了没有地震。或者干脆一个月两个月都没有地震，或地震了，但是震情很小
。这样就会带来很大的社会成本，损失就很大。
按照PT理论来推测，损失带来的痛苦远超过收益带来的幸福。所以呢，决策者就很容易
选择保守的做法，不去疏散人群。这样呢，无非就是将来抗震救灾嘛，多难兴邦。呵呵
，变坏事为好事。
当然了，万事都有例外。也有个别的领导人，在计算潜在损失和收益的时候，是把老百
姓的收益放在首位，甚至是唯一考虑的因素，而不考虑自己的收益和损失。海城地震发
