from what I can remember, there are 2 types of deer
whistles out there, the high pitch at around 20K hz,
deers are pretty much deaf to that frequency; and
the audible at 3-5K Hz, but if you drive at 40 mph
the noise by the car itself will be more than what's
brought by the deer whistle, plus in a windy/rainy
day, the ambient noise will also blent the sound
from the deer whistle.
I have seen contradictory reports on whether they
actually work in real life though.
