necessary everyone votes 1, you can have one or two of 2.

| f*******7 发帖数: 1019 | 11 To have a score of 10, all three assigned reviewers need to vote 1, and
it's unlikely that other panelists would vote out of range in this
situation. At any rate, it's near perfect - but it's certainly possible to
get this score.

| M*****n 发帖数: 16729 | 12 my boss told me that if someone on the study section wants to vote two
points away from others's vote, it needs to be justified.
if there are 25 members on the study section and only one voted 2 and 24
voted 1, you still get an average of 1.04 and a priority score of 10.
Do the assigned reviewers have more weights in the final score? I am not
sure, but I dont think so. I guess, most likely, when one of the assigned
reviewers gives 2 then many of other reviewers will start to think about
voting 2.

| f*******7 发帖数: 1019 | 13 The scores from the assigned reviewers do not carry more weights in the
calculation of the final impact score. However, their scores do
influence the final impact score substantially, because: 1) they set the
tone during the panel discussion; 2) if any other panelist decides to
vote out of the range set by the assigned reviewers, he/she needs to
tell the chairperson of the study section and sometimes provides a
justification. So a final score of 1, 1, 2 from the assigned reviewers
is very different from 1, 1, 1 because in the former situation all other
reviewers can freely vote between 1 and 2 while in the latter every one
must vote 1 unless he/she wants to express a different opinion in front
of the whole panel (which is unlikely for a grant with 1, 1, 1).
This is why the current payline situation (7% in some institutes for
established PIs) makes the grant review process so unpredictable because
you just need one of the assigned reviewers to move down by a score of 1
to move an outstanding proposal out of the funding range.

现在不能把三个reviewer都搞定,那是没戏了。
最后council meeting的时候看不看单项的小分?还是只看priority score?
如果Priority score相同怎么办?
