I have some questions that I can not really understand. I wonder if anyone at USCIS/DOS ever thinking about these issues.
(1) I always heard that "7% is a quota, but it not guaranteed". AC21 is a spillover, if a country like China, its quota can not be satified, why AC21 provision, which is a spillover to an oversubscribed nation, can be justified and fair? what is the logic behind this argument? Is EB2C (using their own quota) inferior than EB2I (using AC21)?
