Yes, the letter should state your position, start and end date of your
employment, preferably on printed on company letterhead and signed off by
someone at the company with their name & position.

No problem as long as the responsibilities are at least 50% similar to what
you're currently doing.

PERM is for your future position that you will take when submitting 485. Not
your current position.
