当时提交的Budget justification上写的是support一个学生5 calendar month +
fringe。按照现在的budget，我想其实可以summer support 2个学生3个月(没有fringe
和tuition)，这样用对我更合理。但是不知道这样可不可以？是不是违规了？Budget总
额一样，但是不是support一个学生，而是support 2个学生summer research。 提交
budget revision的时候，按照削减的budget总额调整了学生的month number，当时没
有多想。
还有就是NSF fund 是不是当年的预算最好全用完，还是可以比较灵活一下，没用完转
到下一年一起用，需要向NSF提交申请吗？

“c. Post-Award
During the performance of a project, it may be appropriate for funds to be
reallocated to support advancement of the project. Awardees have broad
discretion to rebudget within the cost and administrative principles. Unless
otherwise stated in the award or as noted below, the awardee is authorized
to transfer funds from one budget category to another for allowable
expenditures. Significant budget changes that reflect changes in objectives,
scope or in the PI's estimated person-months to be devoted require NSF
approval. In most cases such requests will require an electronically signed
revised budget. Exhibit II-1 of the AAG highlights certain budget changes
that may require prior NSF approval.”
