Absolutely yes.
2. Is cancellation fee (usually $150 to $250) deducted in the amount shown?
Continental charges the cancellation fee separately, which I already paid
. The amount on this certificate ($1309.5) is all you can use.
3. Can it be applied to Continental partner airlines fare?
Not exactly sure, but I would like to share my observation for now. I
tried a dummy booking (SFO-DEN) on continent
