If offense team scores a safety: of course the defense team gained
possession
If defense team scores a safety: the losing team should kick off so the
winning team gets the opppotunity of possession. They don't even need to
recover the ball.
The rule merely gurantees the opportunity of possession. So a FG from onside
kick recover ends the game as well.
