ever, technically speaking you can also have it mailed to ecfmg by your frie
nds in china. need to use your school's address as the return address though

if, your case is verified already (that ecfmg received and processed your 32
7 form information and updated your status as verified), then you can mail t
he notarized form 186 yourself from the US without your school's signature.
