This notice is to provide more detailed information about the changes to the
J-1 Exchange Visitor categories of research scholar and professor. On May
19, 2005, the Department of State revised the regulations that govern the J-
1 program but these changes could not be implemented until the Student and
Exchange Visitor Information System (SEVIS) was upgraded. That upgrade will
happen on November 3. 2006. Two revisions to these regulations concern

我的理解有以下几点：
1 如果你的J1结束并回国了，必须在两年后才能重新用J1过来，每个J1的最长时间是五年
。那么极端情况就是5+2+5+2...的做下去。
2 如果你想在两年之内回来，就得让OIS把你在SEVIS系统里的状态延长到你预期回来的日
期之后。这样相当于没有结束这个J1 program，这样就不受24bar的限制。
3 24bar跟你能不能转H1没有关系，这个继续受限于两年回国服务的要求，这个两年跟
那个
24bar是不相关的。如果你waiver了，不能在两年内以J身份过来，但是可以用H身份。
新规定只跟合同结束要回国，回国后又想过来的人有关系。一直待这边的人，该干嘛干嘛
。
