simple but unique (the available toobox or things like that can not handle
flexible), then like rossby said, do it yourself. Otherwise, like:
1. complex geometry;
2. complex equation; ...
better to use some software.
Actually I am not clear with what you say about PDE, there are thousands
of them and a lot of software for each group of them.
For fluid mech and chemical engineerng: FLUENT/CFX/PHOENIX (mostly FVM/FDM
based)

have you heard about nag library? there are many subroutines will do the
job for you there and very easy to use.
