根据TVBS独家取得瑞士联邦司法部发函给台湾外交部的内容，瑞士当局指出他们调查的
对象，就是陈水扁的儿子陈致中及媳妇黄睿靓，两人因触犯瑞士刑事法第305条，涉嫌
洗钱，正被调查当中。文件除了说明黄睿靓海外账户移转的流程，还要求提供陈水扁家
属一切可能的刑事追踪信息。
陈水扁指出，在《政治献金法》施行前，竞选经费法制不备，候选人申报不实，乃众所
周知之事，“但良心告诉我，我不能再继续骗自己、骗别人。我决定选择坦白，我曾经
做了法律所不许可的事，我愿意就从市长到总统大选，四次选举有关竞选经费申报不实
，向全国人民道歉”。
陈水扁说，从政以来，不贪不取，唯一拿过别人的钱就是选举经费，“几次选举(我)不
接触选举经费，选举结束如有剩余，都由太太吴淑珍负责掌管”。

enemy just because you win the election. "Peaceful turn of power" is a good

(1) I have bben in US for so long, and come to appreciate American system
deeply, as a whole.
(a) All levels of American governments, from city to federal, are relatively
transparant. I have never been to other nations than Taiwan and US, so I
don't know how other nations work. I use "relatively," however, because US
is relatively uncorrupt, as judged by Transparancy International and
conventional wisdom. I have never been to Europe--or Singapore, Hong Kong--
