如果可以转签证的话，具体应该如何操作？

发帖数: 6 | 3 If you had a J1 visa subject to INA 212(e), the two-year foreign residency
requirement and your two-years have not yet been completed, it will not
effect an F1 visa application.
The two-year foreign residency requirement only prohibits a person from
applying for a or changing their status to that of H, L or K visa or
becoming an LPR during those two years.
An applicant may apply for an F1 visa at anytime regardless of the two-year
foreign residency requirement.

Change of Status and Waivers of Requirement - If the exchange visitor is
subject to the two-year home-country physical presence (foreign residence)
requirement, he or she cannot change his/her status to that of H, L, K, or

his/her home country for at least two-years or received a waiver of that
requirement. Such waivers may be requested and if approved, obtained under
these five separate bases:
