从2006年8月28日起，USCIS已经开始允许EB-3类别申请(除不包括技术或是只要求二年
大学学历或工作经验的劳工卡) 使用premium processing。Premium processing的申请
费用为$1000，处理时间为15日。EB-1， EB-2(除NIW) 申请的Premium processing也会
在未来数月内开始实行。对于EB-3类别，部分申请是不能提出Premium processing的，
请看以下信息：
USCIS began accepting Immigrant Visa Petitions Form I-140 in the EB-3
category for all workers except “other workers” for premium processing on
